課程目標
本課程之目標是訓練學生瞭解國家之區域發展之理論及空間理論，區域整體規劃及部門規劃之內涵和方法，及我國區域計畫之規劃內容及法令。

課程概述
都市及區域政策為區域發展之藍圖，為國土計畫下之第二層次之計畫，課程含國內外國土計畫概要、區域計畫的概念基礎、國家及區域發展理論、區域空間理論、區域研究、區域整體發展政策、區域部門計畫、國土及區域計畫法令等. It covers the conceptual basis of national plan , regional plan , national and regional development theories ,regional spatial theories , regional studies , regional integrated development policies , regional sector plans , national and regional law etc .The pur pose of the course design is to help students to have an overall understanding of the national plan and the regional plan.
授課內容
政策、制度、法令規範乃政府維持城鄉發展順暢運作之基礎，透過政策論述，可評估制度落實之可行性，並進一步藉由法令規範確保制度運作之順暢與秩序。此外，都市及區域政策亦為高普考都市計畫技術類之考試科目，配合學生已具備之都市計畫、都市及區域法規等學習基礎，本課程著重由整體國土永續規劃的概念，介紹國內外都市及區域之政策、制度、規劃理念與具體作為，期能完備城鄉規劃者之專業養成教育。
Policies, institutions, and legal frameworks constitute the foundation by which governments ensure the smooth functioning of urban and rural development. Through policy discourse and analysis, the feasibility of institutional implementation can be assessed, and legal regulations further ensure orderly and effective operation of these systems.In addition, urban and regional policy is a core subject in Taiwan’s civil service examinations for the Urban Planning and Technical categories. Building upon students’ existing knowledge of urban planning as well as urban and regional regulations, this course emphasizes the concept of comprehensive and sustainable national spatial planning. It introduces domestic and international urban and regional policies, institutional frameworks, planning principles, and practical approaches, with the aim of strengthening the professional training and competence development of future urban and rural planners.

講授內容以課程講義為主，授課過程將以簡報呈現方式，協助學習者瞭解各階段之教學主題與重點。
The course content is primarily based on the course handouts. Instruction will be delivered through presentation slides to assist learners in understanding the teaching themes and key points of each instructional stage.
